Published in Mt. Sterling, Kentucky, brothers John D. Magowan and Noah W. Magowan created the newspaper, The Reporter. It was established as a weekly publication in April 1904. The newspaper was the first to be ran and operated by African Americans. The Reporter was a strong voice for the Negro Press Association in 1907 with 14 members. With the presidential election coming up, the association wanted to solidify the Negro vote. The Census Bureau later adopted The Reporter as a clerk.
